救災、重建與原住民族權利國際規範

編輯說明
1. 聯合國有關「國內流離失所者」的規範，適用範圍除自然災害受害者之外，
尚包括因武裝衝突以及經濟開發而造成的強迫遷移人口，因此部分條文並不適
用於自然災害的狀況。
2. 有關原住民族的聯合國官方中文翻譯均使用「土著」一詞，但為尊重原住
民族及適應我國法律用語，以下一律改譯為「原住民族」。
